日前在北京說出「與美國分道揚鑣」引起國際關注的菲律賓總統杜特蒂21日晚間澄清表示，他是指在「外交政策」上分道揚鑣，不是指要斷絕兩國的外交關係。他強調，「我們（菲律賓）過去總是唯美國的命令是從，總是唯唯諾諾，我不會這樣！」
杜特蒂20日在北京舉行的中菲經貿合作論壇開幕式上發表演說，他宣布：「脫離與美國的聯繫，包括軍事、經濟上的脫離。」
他還說，「我將會繼續向中國靠攏，從思想上向中俄雙方靠攏，我也會跟普丁說，菲律賓、中國和俄羅斯是好夥伴。」這番表態引發國際軒然大波，美、日均在第一時間質疑講話的真實含義。
據英國廣播公司（BBC）報導，杜特蒂21日結束對中國大陸的4天訪問行程，從北京飛返家鄉納卯市，並在深夜發表談話，表示與美國保持關係最符合菲律賓的利益，但需要通過加強與中國的聯繫來施行更有獨立性的外交政策。
杜特蒂澄清，所謂「分道揚鑣」是指在外交政策上面，而不是外交關係，「當你說切斷關係的時候，就是說你要斷交。我不能這麼做」。他強調，「維持這種關係才是最符合我國人利益的。」
據香港中評社報導，香港大學政治與公共行政學系教授胡偉星對此表示，杜特蒂只是把發展國內經濟、國內治理排在前面，「他不可能廢除和美國的聯合軍演，撤銷美軍在菲律賓的軍事基地。這些都是與美國簽訂了條約，他不可能放棄，只是說沒有像以前那麼活躍。」
中國人民大學國際關係學院副院長金燦榮也認為，「這更多可以看成是一種個人意見的表達，真正實施起來估計可能性不大。」
中評社進一步評論稱，杜特蒂是菲律賓的總統，代表菲律賓的利益，「向中國靠攏的行為，表明艾奎諾三世時菲律賓向美國一邊倒的外交政策被擱置。處在戰略要地的菲律賓，重新遊走在中美之間，謀求利益的最大化。亞太地區，美國盟友的布局，也有所改變。」
